    Rear Adm. Mark E. Butt, outgoing commander, shakes hands with Rear Adm. David G.     Admiral Paul Zukunft was quite frank in discussing his service's financial concerns.  His comments to reporters are covered in this article published by BreakingDefense.com.  The Coast Guard has been underfunded for many years, but most previous Commandants haven't spoken out this strongly.
